You may be right, Steve. But, keep in mind that they only have a "paper trail" in some countries. They had the time and money to have been in a lot of Arab Countries. They don't keep records of any visits to Bin Ladin, etc.

Steven, that's not quite correct...

Atta and other 9/11 perpetrators trained in Afghanistan.

And at Salman Pak, the Iraqis have a 707 fuselage they "claim" is solely for "counter-terrorist" training, yet that base has been used for terrorist training such as Abu Nidal's group and others.

Ramzi Yousef, who planned and carried out the first WTC bombing, also had plans for plunging aircraft into buildings and landmarks. He was here on an Iraqi passport and had various connections with Iraqi intelligence.

But your point is well taken that many attacks can be planned and carried out inside of western nations. However, there is always specialized training that they won't feel comfortable doing here. Additionally, the main leadership will want to assess the quality of the people tasked with carrying out the attacks.
