Actually, there really is a misperception there. When laying fiber, the cost of fiber is nominal compared to the actual process of tearing up streets and digging trenches. So, if you need a fiber run out to a location, it makes a lot of sense to lay a 10 or 50 or 100 fiber pair bundle once, rather than digging up the streets some time in the future.

Compare it to roadway building. Does it make sense to build to today's requirements or to add a lane now since you know that traffic will get bottlenecked in a couple of years if you don't?

So, yeah, the excess fiber is in the ground, but it was understood that it likely wouldn't be lit for some time and in some cases, probably not at all.

And there are still many communications routes that do not have fiber installed.
