NZ has been thinking of taking over that Hawaii place, which is actually part of Maoritanga, misappropriated by the USA. I suspect that the USA will offer some resistance and such an annexation by Aotearoa would be considered poor form in international relations.

Then again, stupidity explains nearly everything. There is barely room for malice, which is hard work, as the Matrix of Malevolence is finding = it's like constantly swimming against the tide.

Conspiracies are great fun and there are millions of them at every level. Their difficulty is that somebody wants to tell somebody that they are important enough to be on the inside, or somebody disagrees, or mucks it up, or comes over all faint, or changes their mind, or is a spy, a counter-counter spy or something - maybe just lose interest.

Ignorance, foolishness and crass stupidity are enough to explain most things.

I guess the USA was simply ignorant, foolish and crassly stupid. Business as usual.
