I should have made that clearer. A truer way of saying it would be that there was income averaging UNTIL Reagan. As I recall, income averaging died in the Tax Reform Act of 1986.

I hate it when they "reform" taxes. They go up every time.

Mr. Reagan, as one of his last acts as giv of CA, instituted state withholding. CA had not had it until then. In April of each year, everybody wrote a lump sum payment of income taxes to the state in April. You KNEW how much the state guv cost and how much it hurt.

And, of course, with withholding, that awareness is severely blunted. Which means withholding can soon be followed by large tax increases. Which is exactly what happened.

Which is how we became Taxifornia.
