Why test it underground? If Saddam has one, he'll want everyone to see, hear and feel it. So what if the fallout lands on Kuwait, Saudi Arabia, Iran and Iraq? What would you do to him? Sue him? Launch a nuclear attack just because he tests nuclear bombs the same way the French do? Explain to me why exploding a nuclear device would be suicide? It figures that you would advocate sending "zillion troops" to attack Saddam after he has a nuclear bomb to defend himself with? I guess you don't remember why NATO commanders had theater nuclear weapons. He's not suicidal at all. You are.
