I won't let you weasel out of this. Gray Davis gives George Bush's FERC appointees credit for helping California, and still complains that the FERC under Clinton did nothing to help California - he claims that the Clinton Administration told him that CA's energy problem would ease, if CA raised electricity prices 400%.

You still don't get it. The FERC under the Bush Administration instituted a PRICE CAP over the ENTIRE REGION - NOT JUST CALIFORNIA. This cap was set low enough, that it removed the monetary incentive to move power around just to jack the price up.
