I won't let you weasel out of this. Gray Davis gives George Bush's FERC appointees credit for helping California, and still complains that the FERC under Clinton did nothing to help California - he claims that the Clinton Administration told him that CA's energy problem would ease, if CA raised electricity prices 400%. re:"No longer did it matter if Enron was raising the price for moving power north when the electricty was going south or shutting key plants for maintenance" You still don't get it. The FERC under the Bush Administration instituted a PRICE CAP over the ENTIRE REGION - NOT JUST CALIFORNIA. This cap was set low enough, that it removed the monetary incentive to move power around just to jack the price up.
