Or, if a certain number of signs were allowed onto the street on a first come basis, with the rest allowed only in the park to maintain public order and safety, that would be OK. That's usually what happens.

Yes. Obviously crowd-control has to happen, but also it's a First Amendment problem if a Potemkin route was arranged for the President in which only citizens in support of certain policies were allowed in his line of sight and others were given "free speech" in the part of the forest in which there were no ears.
