As for Cheney, all he had to do is let them know that he wouldn't do anything to help California. The chance of Clinton making a major energy policy change after the election but before the transition was slim to none. It was just a matter of waiting. It would be status quo until Cheney was there to green-light the whole rico-racket. Even if Clinton did something, adjust the caps for example, ther was only days until Cheney could revamp any policy according to Kenney-Boy's requests and payments. Well the white knight came in the form of Gray Davis and he pushed the price manipulation out of the picture by just buying a whole bunch of years worth of futures contracts. Cheney and Junior and Kenny-Boy and the rest had been trumped out of the game, because there was no game anymore, there was a fixed certain electricity supply. Davis picked up the ball and went home with it. It no longer mattered what price caps Cheney would or would not support, it didn't matter if Enron used the Raptor or the Death Star tactic because California wasn't playing the game and the racketeers had no other pidgeon.
