You might want to try "Pop-Up Stopper®" I have used it for a couple months now and it does a good job of eliminating "unwanted" popups and it is free. I say unwanted popups, because there are sites where you need the ability to see popups. Pop-Up Stopper allows you to specify those sites where popups are necessary.

I have cable. They just don't load fast.

There's generally so much java, flash, sound, junk in there that they load slow enough for me to close them before I even see them.
