I think Iraq is unlikely to attack Israel unless he is under attack and feels he needs support from the "Arab street". His primary goal is to control the oil reserves of the Persian Gulf - all of them - via nuclear blackmail or outright conquest.

My opinion is based on his past actions. He hasn't attacked Israel in the past except during the Gulf War when he was trying to split the alliance against him. He has attempted unsuccessfully to annex Iran's and Kuwait's oil fields by force. He has, in years past, proposed joint invasions of Saudi Arabia to leaders of other Arab countries.
