We urgently need a crash program to create a new clandestine service, one that will have as its main goal the penetration and disruption of terrorist organizations that have targeted the United States One fast way to improve our performance in this critical area is better cooperation with the security services of countries that have better assets on the ground. Many of these have significant deficiencies in ELINT, where we are strong, so we have something to trade with. Unfortunately, treating other countries as if you didn't give a shit about their interests or positions creates a poor base for cooperation.
