The breakdown now in this country on Foreign Affairs right now is between the "Realists", Powell, etc, and the "NeoCons" Cheny, etc. The Realists want to consult first, go anyway, the NeoCons don't care if we consult first, but will go along with consulting to keep the realists on board.

The remaining "left," who think we should not take any action unless approved first by the UN and our Allies, have no say at present in either party, thank God.

The United Nations has not lived up to it's opportunity as a world body to protect citizens of the world from political hegemony. Hegemony of political power, is the biggest enemy to all the worlds citizens.

Therefore for the UN to remain a viable organization on a world scale; all participating governments should submit themselves to certification.
Said certification could be centered on not the current manner and methods of political assessment, but the governments legitimacy as it relates to goals of the local populations, how Liberty is applied across all citizens.
All governments should meet standards, for facilitating freedom and democracy, should be willing to submit themselves to a certification process that demonstrates each governments authenticity as it relates to the health, welfare, and economic growth of it's greater population.

The UN has become Less than it's ideal precisely because it is about Politics, not better world government.

If the Governments of the world were qualified by their actions at home, some legitimacy could come from this body. Sadly, they are not. Political power is often the abuse of minorities, exploitation of aid, division of resources to the few and the powerful, citizens of many countries are little more than fodder for those who hold power.

Perhaps we on SI can help draft new statements of principles for UN Government certification.

Certify principles to reign in Political hegemony as a first step toward legitimate governing, and you've solved half the worlds problems.

The UN at this point is little more than a joke, a club of skillful liars appointed by the self interests of those powerful enough to make such appointments.
