The main point of yours that I would disagree with you on, is your contention that "...I disagree that they increase profitability for dealers, since the overall effect is to increase their costs."

I believe that's the one clear economic lesson we can draw from current policy: when demand is high, restrictions on supply only drive up prices... guaranteeing higher profits for those willing to assume the risks.
