It is pretty amazing that Hammer is now about 2 years late and the SOI process is still not ready. AMD should have known about the SOI process risk a long time back - otherwise they wouldn't have canned Barton SOI. Ramping a new chip on a new process is high risk gamble.

The real question is whether a backup plan for K8 was put into at that time. I have my doubts...
