amazing how much support there was for regime change in Iraq, even prior to 9/11.

That is why the "anti-war" movement collapsed so quickly last week. Clinton would have taken stronger action in '98, IMO, if he had't been wrapped up in his personal problems. A threat of invasion to force compliance by Saddam at that time would have invoked "Wagged the Dog!" screams from the right. But it would have been the right thing to do. It is really too bad Clinton's character flaws stopped him from making Foreign Policy moves.
