It's the UN security counsel that decides the offer, and, well, at that forum Saddam just cut Bush's nuts off.

No casus bellum. No United Nations resolution authorizing force. Possibly no congressional mandate authorizing force.

Like I told you before, no allies, no war. What Saddam has done is shown how thin allied support was for regime change.

P.S. Watching Saddam outwit Bush #43 almost makes me regret voting the moron into office, but the alternative was Gore (shudder).
