It's the UN security counsel that decides the offer, and, well, at that forum Saddam just cut Bush's nuts off.

It is? really? So the UNSC just decided to make an offer with teeth in it, after ten years of dithering? Or did President Bush have something to do with it? Don't you think President Bush may continue to have something to do with the decisions of the UNSC?
