In Central Texas it's often termed, "Pissing on my leg and telling me it's raining". It's not considered all that polite though.

I grew up in Central Texas and don't recall that one. But, of course, that was in the 40s and 50s. I gather they've modernized their lingo since then. Dan Rather seems to think he has to use these things regularly. I recall less than half from my Texas background. Looks to me as if, at least in his case, he's making them up as he goes along.
