There are, indeed, limits to freedom, such as neurological disease. The concept of accountable free- will depends upon fairly normal brain function, absence of disabling psychosis, and lack of severe impairment of judgment--- for example, extreme intoxication, sudden fury, or overwhelming fright are generally considered mitigating factors in the assignment of responsibility.
