I don't think the states have the power to do that. It'd have to start with INS. I doubt also they'd revoke the H1B and similar visas unless there were either (a) no jobs to fill, or (b) no lack of Americans to do the jobs that exist. As I understand it the laws regarding H1B visas are quite strict. If somone holding that status is laid off or fired, they have a relatively short time to find a similar position that satisfies the H1B requirements. If not, out they go. I suspect there are others here who know more on this than I.
