Bush set up the quid pro quo.

His jist was:"If the UN does not do their job we will." He gives them a chance to act/resolve before we take action.
We need terms and definitions of what UN action is.That's why the Congressional Resolution must be worded the way John says.

Or was Bush, once again, making it up as he went along. Was his UN speech insincere or more accurately fallacious.
