No, it is not very compatible with democracy. On the other hand, as happened in the American colonies, democratic institutions may develop under its aegis. The point is that democracy doesn't mean much if it will not survive much past independence, or it is a cover for a one- party kleptocratic state (as in Mexico until recently). What is wanted is professional administration of the bureaucracy and a justice system that operates fairly, more than anything else..........
