Moreover, the excessive supplies of power that have flattened prices - and independent generators - have helped smaller buyers. Some utilities are opting to buy cheap power in the market rather than turn on their own plants.

"We're buying in the market today, because it's cheaper for us to buy than fire up our peaker," Phil Gonet, general manager for the municipal electric utility in Springfield, Ill., said recently. "It's been that way all summer."
