The extreme pressure of out and out attack is the only thing that can prevent the necessity of an out and out attack by motivating the properly compliant behaviors. And if that doesn't work, then we will learn that the attack was the only way.

I doubt very much that there will be street to street fighting in Baghdad. The military doesn't really like Saddam, and they saw what happened last time. Our weapons have become gradually more precise since then. Mistakes will happen, human shields may be used and killed, but I doubt very much there will be mass casualties unless Saddam unleashes something nasty in desperation. And if he does that, then he was going to use it as blackmail at some point anyways, so all the better to deal with him before he develops something even more terrifying.

I also believe that dealing with one dirtbag harshly will have a deterrent effect on other dirtbags.
