Jeez, I knew a Navy Seal officer at the time (a real conservative) who was ripshit that they weren't given orders to kill Saddam back then.

Seriously, the US and UK have been bombing Iraq's air defenses with regularity since then, during both the Clinton and Bush years. But there should have been a speech given by Clinton to the UN reminding them that the shortest possible leash was required for this guy. I think that was Clinton's failing on the issue.
