does it matter if kids are tortured/maimed to "pressure parents", or <name your reason> ?

does it matter if its "national policy" or 'just life' in some places ?

1 country I know from personal experience : India.
- in the poorer sections of society, kids get amputated/disfigured, so they make 'better beggars' for their masters.

- its not 'national policy', or even 'social policy' in india. its just child abuse.

theres a few others I've read about, but no personal experience.
