A good reference on such programs is
"Dependent on DC", by C. Twight.

The tendency of gov't is to spawn programs, policies and proclamations that provide reasons to increase the power of gov't officials. The "great society" was a biggie, ensnaring millions onto welfare, and millions more into a tax base to pay for it, adding millions into gov't employment to operate it all.

The result? Illigitimacy rate in poor neighborhoods went from 20% to 80%, fatherless homes are the standard for welfare, local charities are superfluous and communities are made irrelevant. Literacy and education are disaster

Taking the cash out of the local community, sending it to Washington, hiring millions of bureacrats, then attempting to send it back into the homes of people with problems doesn't work. Better to let the traditional family and church charities in communities solve problems.
