No, if you have enough legislative power you can "legitimize" it technically, but the citizens will start throwing things out the window if they find out ... like politicians.

And it is illegal to assassinate people like the Enron VP who had a "Texas Suicide" because he knew too much of what the Bush Crime Family was up to in those offshore accounts.
