Bush Sr.

Reagan
Bush Jr. (W.)
Chamberlain

and that should fit no one else...
Nixon would have ranked higher if he'd been democratic - fiddling an election is pretty poor, IMO. But on his record as President, if it could be separated from that as crook, he jumps to #6, below Thatcher.

Last good PM's we had were Gladstone and Disraeli. Before that, Wellington and Pitt (younger).

1 This was tossed off really quickly. If I give it much thought I might change the order. Nixon esp could change. I have to think about how I would weigh his criminal conduct and his policies like wage and price controls against his other more positive aspects. He could move up or down a couple of spots after I think about it more but I probably wont bother to spend time doing so. Truman could also move around as I havn't given as much though to his term as most of the others. FDR would be higher if I was rating only on impact and effectivness.

2 Bush Jr's term isn't finished yet and he has a lot going on right now so I didn't list him. I can say that right now he would not be at the bottom.
