As far as I can tell, Vietnam was about Vietnamese building a nation of their own -- political doctrine came with the external support from communist countries and is now being overturned by a more realistic approach to running the economy -- albeit very slowly as the older generation is not ready to concede ideological defeat quite yet.

I have no idea whether Iraqi's are ready to embark on nation-building with the shots being called in Washington. Nor is it clear that we are capable of nation-building anywhere else in the middle east -- to the contrary, concerns have been raised that we are only capable of nation-destroying. In many respects, a nation with a bad government is better than a nation with no government. I have never had the impression that Muslim countries in general, and Arab countries in particular, are waiting for us to come in with guns drawn and save them from their culture and their history to remake them as good little imitation Americans.
