OT John, I too feel uneasy about a policy of pre-emptive strikes. If we have to do it, it should be carried out only under the strictest of conditions.

I keep hearing the mantra that we only attack those who attack us first. Iraq never attacked us prior to the gulf war but we went to war with them because they attacked Kuwait. If we attack Iraq now is it a new war or just a continuation of the old one based upon the fact that Iraq has never kept its peace agreement? Also, how much of a threat does another country have to be before one would change the "I only hit others after I have been hit" policy? Is that a good policy for today's world?
