Israel has a nuclear capability, but clearly does not brandish it as a means of expansion, but reserves it for self- defense in extremis. India and Pakistan only threaten one another, and that over Kashmir, they do not appear to have greater ambitions or to be a threat to us. China has shown that it can behave responsibly for a long time. Saddam has used poison gas on the Kurds; has not only behaved aggressively with Kuwait, but threatened the rest of Arabia; is committed to a second Holocaust in Israel; is deeply hostile towards the United States, because it is the status quo power, and he seeks hegemony in the Arab world; has ties to various terrorist groups, and links to other rogue nations, like North Korea; and so forth. The devil is in the details........
