I am getting the glimmering of a thought which may not work out, but let me toss it out to chew on.

You have talked about the contractarian aspects of society and how they create duties.

If we consider the globe a society, in which we take part, in part through the UN, your philosophy would also create national duties there. One of which would be to comply with the decisions of the world powers, expressed throught
the UN.

Which at this point is pretty clearly against unilateral US action against Iraq.

Why is it not as much a duty of our country to comply with the duties imposed by membership in the society of the world as it is our duty as individuals to comply with the duties imposed by membership in the society of our country?
