The police are allowed to use deadly force if they have a reasonable belief that they, or civilian bystanders, are in imminent danger from the suspects. Even if it should turn out that the belief was false, it may be deemed a "good shoot" if the decision were made on sufficient grounds. The police are also allowed to use force to execute a warrant, to arrest someone for non- compliance, and to use deadly force if the person tries to bar entry by threatening to shoot them. Finally, in the case of a major breakdown of civil order, martial law may be declared, and the terms governing the use of deadly force may be relaxed, since restoring order is imperative. The resort to military action against an external foe is much more analogous to these situations......
