No they don't. People seem to assume that if they got that far, they must know what they are doing. Well, I can think of at least four different administrations in the US and other countries which have no clue about how to manage an economy (the most notorious ones being Japan and the Carter administration).

As a general statement, most administrations are not clueless, but every so often a clueless one makes it to Pennsylvania Ave. as happened with Carter and it is happening as we speak with George W. Bush, who seems to have skipped Diplomacy 101 and Economics 101.

Btw. his dad never got it when it came to the Economy either, but in contrast he was a very good diplomat. Junior's got neither gift.
