Doesn't look like terrorism to me. Nobody's claiming credit, which they usually do (they didn't need to on 9/11 because it was so obvious), and the targets are too random and lack any particular symbolism.

They'll eventually catch him because 1) somebody will see it happen, and 2) he'll tell somebody about it.
