Bush was primarily referring to US peacekeeping missions in places like Kosovo, but he gave the impression that he was planning to reduce the overall US military presence overseas as well.

True. Ironic, isn't it?

And a shame for the people in Latin America, because we were intending to do more to help them, but now our attention is turned elsewhere.

The article does a good job of connecting the dots, too, but it missed the fact that the B-2 stealth bombers will be based at Diego Garcia, as well. Six, I think, or was it twelve?
