It is pitiful if you are a kid in the ghetto with a junkie mother and a succession of "uncles". If you are in fairly normal circumstances, and end up a mall- bunny airhead because you will not buckle down, but spend all of your time gossiping on the phone, obsessing over your wardrobe, and making out with boys, it is shameful......

But shameful is probably the wrong descriptor.

I think it's exactly the descriptor he wants. If you have a duty-centric view of things, then it is shameful. If you don't then it might be pitiful. Or inefficient. Or unfortunate. Or a lot of things. In Neo's scheme, though, it's shameful.
