One comment: Lithography has been said to be 30% of equipment costs. Traditionally, 248nm tools were required for 0.25u line widths. Improvements in process technigues and software have allowed 248nm tools to be used for 0.13u line widths and work is being done to bring that down to 0.09u line widths. In this case, the roadmap was accelerated without the purchase of the next generation tool. I have no way to judge the accuracy of your argument, but I think the volatility of end user demand was far more significant than any roadmap errors.
