There's a single thing - an attribute - about this (and other) sniper(s) that could keep him from ever being caught. In fact it's something that certain special operations units reportedly studied the implementation of during the 1980's. I hope the DC/VA/MD police are aware of it.

Anyone want to hazard a guess as to what that element is?

Gun size is probably not as important, psychologically speaking, as the power and accuracy.

And he's hit each person with only a single shot, which shows he's not just a trained marksman, but has a great deal of self restraint, IMO.

He's using the weapon that is available to him....this is not a "penis" thing or he would have used a much bigger caliber.

As far as center fire rifles go, the .223 is almost the smallest, least powerful round one can use.
