Tim, of course not........however, when does something become his responsibility, two years after his term ends?

Two and extent yes. Alot of what presidents do takes effect later.

But also to a large extent it isn't his responsibility at all. The president only effects the economy at the margin unless he does something drastically bad, or perhaps if he stops a previous drastically bad practice.
