Okay, I'm going on record with my best hypotheses:

1. He's a white male, with some military experience but not as a sniper.
2. He's a loner, and working alone.
3. He applied to become a police officer, but was turned down, probably for failing the psych eval.
4. He went on a spree on 10/3, expecting to be caught. He was surprised and elated when he wasn't, leading to the taunting death card.
5. He'll continue to do this, probably in the same area since he knows the terrain.
6. There's some connection to Michael's Crafts. Fired ex-employee? Girl who rejected him works there?

you should be able to pick up muzzle blast up to around 120* of sight....

3 of the shots were fired at dusk or dark and in heavily traveled areas.

He might very well be firing from inside a van.
