If this sniper was usa militarily trained, he would have shot someone around 3:00-4:30 am. When I was in the seals, that was the time we like to pull an attack off. The reason behind that is that is the weakest hours for the cops.

I must say, Janice's point seems the more valid by far. This shooter was willing to shoot a kid after media reports made some ado of protecting kids in schools. The shooter is ruthlessly capable of acts of murder, and having crossed another line by shooting a kid doesn't indicate anything about his military background or lack there-of, IMO, because adults in general are well aware of the protected status of children with or without military training. If I were to speculate as to who would NOT respect children so much, and go ahead and shoot one, I'd say it would be a near pear- someone under 21- another kid.
