if Congress was opposed to the NATO military action in Yugoslavia, why didn't it pass legislation pulling the US out of the NATO alliance? No such legislation is needed. The NATO treat requires says that members will consider an attack on other members like an attack on themselves but it doesn't spell out what they will do. It definitely does not require any member to participate in offensive actions or in actions to counter attacks on non members. Tim, thank you for the info but why is it pertinent to about what Joe and I were posting? ted
