It is pertinent because of your attempt to weasel out by interchangeably saying that war in Yugoslavia was not a war, that it was not a war by United States but NATO, and that the the only way for the US not to participate was to pull out ot NATO. All of which is of course false.

One practical information about NATO that you may want to know is that the US is what I would call a majority shareholder. Nothing happens or is approved without the US initiative and approval.

There is nothing in NATO alliance about offensive actions, and the need to participate. That's not what NATO is about. It is about defense, and obligations of member states to defend another member under attack.
