The investigators probably have a witness or two whose descriptions of the suspects as being olive-skinned - whether Middle Eastern or Hispanic - are sketchy at best, owing to confusion, adrenaline and serotonin, the time of day, etc. So, the authorities risk appearing 'biased' and having reached early conclusions if they sketch an olive-skinned person and the perps ultimately turn out to be Caucasian...or, if the shooter(s) do turn out to be of Middle Eastern descent, the risk is that via implications of profiling and the gambit of frowned-upon practices it suggests, an imperfect basis for arrests could be used against them. They'd probably rather catch the sniper(s) in the act - at least, with far more solid information - thereby circumventing most of the procedural box-checking and legal loopholes that might otherwise be applicable and available, respectively.
