I think it's just beyond the capabilities of the DC police to find them. Practically all Police Departments have a motto that includes "Protect" in it. That, of course, is not true. The Police are not here to protect us. They are mainly nice people, and they would like to protect us, but that is not their job. They are here to try to catch the criminals after they have committed a crime. The only person who can protect you is you, or someone you hire to do so.
