I don't know whether the governors of those states asked for federal assistance. If they didn't, I believe they are derelict in their duty. However, the whole campaign has to be coordinated. Law enforcement could take a lesson from the way the Forest Service manages inter-agency fires. I'm a long way from the power base on that, but it seems to me that they settled turf battles long ago.

I'm not sure the beltway sniper IS a local issue. It could be a terrorist unit of al Quaida for all I know. If that's the case, then the federal government has every reason to be involved.

The federal government does get involved in local issues in Alaska in a very big way. One of the biggest is in subsistence hunting and fishing. The state had a plan that was unconstitutional and failed to rectify the defects. The federal government took over. In Alaska, it's virtually impossible to avoid federal involvement because the vast majority of the state is federally owned.

Speaking of absentee involvement, a lot of your east coast politicians like to meddle in Alaska affairs. It's a cheap way to buy a lot of environmentalist votes, and they don't have to live with the consequences since we are 1000 miles north of the other states and 3000 miles from the east coast.
