Watson, Let me try... McDermott and Wellstone and many others, including Republican Chafee, favored an amendment which would require Bush to come back to Congress for a force resolution. Now, Colin Powell is in agreement with a French proposal that will require the US to come back to the UN for a force resolution. There seems be no difference in substance but perhaps my legal education is interfering with lucid thought. Please enlighten me.
