I was thinking more of the lack of CC TV in the US. You might not catch him in the act, but would catch him getting away. I guess it is more of a culture and privacy thing than a technical issue but in many European countries you can't go anywhere without walking/driving past tens of CC TV cameras. It seems in the US that the "freedoms" of privacy and the right to own a gun are more important than the freedom to not get shot.
